"Philosophies of leadership are determined by beliefs about human nature."
About the human nature, the philosophies are determined by it's beliefs. The deal about it is because of how would humans act in our natural world. The actions of what humans do is what we believe that often happens throughout our life. Emotions, effects, movements, communications, etc are all based on our natural beings- by that I mean all humans have the ability to contain it, use it, and have freedom. The philosophers believe the understandings that involves us and the natural things around us and what we do to control our motions and mind.
Example: Invention, thinking, communication, knowledge, languages, creativity and ourselves--have all these abilities and pass it on to others and children.
"The governed have a responsibility for their governance."
The government are responsible for their laws and orders. In our society we needed this opportunity for them to help us, protect us, make plans and negotiations. They also are responsible for some of the causes around us, their reputation and inspecting to make sure the land is under control and low violence and nor traitors.
Example: Making important decisions for our land and for our people--do what's best to improve our reputation.
"Human Nature does not determine our actions,: it inclines us towards us towards certain actions."
Human nature sure does bring us to go on the right and wrong direction, but doesn't push us to go that way. Our actions are determined on what we think and how our motions react to it. We push ourselves to determine our actions against one or other. We have the privilege to execute our actions from right or wrong.
Reasons to incline us towards certain actions is more likely what our mind wants us to do-fighting, anger, violence and mayhem that leads us to bad deeds in human nature.
